In an on-call escalation with partial signal, discussion starts to feel like progress. It is motion without a boundary.
Indecision is rarely neutral. It shifts the decision to the calendar, to the loudest stakeholder, or to the person who is least able to say no. The team feels motion, but nobody owns the boundary. If you do not name the cost now, it will return later as rework, pager load, or a standard nobody can enforce. If the exception path is informal, it becomes politics; write the signal that makes an exception legitimate and who can approve it.
Defer deliberately: name the deferred item and the trigger that makes it urgent again. That is what makes execution calmer. Clarity reduces noise more than another meeting does.
